I think that over-garnishing is a subjective definition. Does it realy have to 
do with having a sense of taste?  I think it is more something like theirs 
sense of taste doesn't comply with yours.

I don't like over-garnishing as well but I can't say it looks bad. Many other 
people like it a lot.
