True...kinda. Any bar can make any mixed alcoholic drink...in theory, however 
you'd have trouble ordering anything blended with ice at many corner bars. 
Meanwhile, most resturaunts with bars are usually distinct from the dining 
area. Pretty much any bar, will serve cocktails, beer, some wine, etc. as long 
as they carried it.

The problem I had was that the bartenders would only really mix drinks that 
could be named--provided they knew the name. Self descriptives like Gin n 
Tonic, Rum and Coke, Scotch and Soda were fine. If they didn't know it, they 
wouldn't mix it. Try to say how to mix it, they didn't care.

In the end I didn't want a spirit and soda. I wanted a good cocktail, and 
based on the list from the other response 
(http://www.miss-charming.com/recipes/know.htm), few really good, not-so-sweet 
drinks have olives next to them.
