Its called the law.  Every shot of liqour in the UK has to given out using a 
government stamped instrument.  Usually optics and jiggers.

This does not apply when there are three or more ingredients in a drink - 
cocktails.

MEasured pourers are not government stamped so are technically illegal, 
although in practice acceptable. 

If you can freepour, I've been told by licensees in my area that garnishes and 
even ice count as an ingredient and as long as I can pass on the spot pour 
test (which thankfully I can) I'm ok to freepour all I like.  For all newbies 
out there, freepouring is a responsibility as you are in the business of 
giving out drugs,  don't even think about "making a drink strong" as in 
cocktials you will jsut throw out the balance.  You might as well just give 
them a triple jager bomb instead.
