Transferring the liquor from the jigger to the glass shouldn't be difficult.  
Just keep the jigger near the glass when pouring from the bottle, then turn 
the jigger over.  Pretty basic.

No, the royal pain when dealing with a jigger is the time you lose by having 
to use two hands for every pour.  This may not seem like much, but if you're 
pouring a lot of drinks in a short amount of time, it adds up, and can be very 
annoying.  So annoying, in fact, that I wouldn't consider a place that 
mandates use of a jigger a place worth staying very long.  But that's just me, 
I guess.

Furthermore, I'm going to have to differ with you about freepouring being an 
art.  Well, I mean, I guess if you wanted to call the fingerpaintings I did in 
preschool an art, you could.  Freepouring isn't any more complicated than 
that.  It would probably be a better investment for an establishment to give 
each employee the fifteen or so minutes it takes to learn this "art" with 
bottles of water than to have them messing around with jiggers all the time.
