Found a translation for the recipe part of the interaction:

Picon-Citron-Curacao maison

1 very small third Curacao
1 slightly larger third Citron Syrup (lemon syrup)
1 large third Picon (Amer Picon?  Torani Amer?)
1 very large third soda water

(Yes, that is the joke.)

Apparently, it's quite a famous scene from a Marcel Pagnol film called "César".

Contestant: "...And I'll take restaurant trivia for 500, Bob."  

Announcer: "All right, Fanny, name the two Berkeley, CA restaurants owned by 
Alice Waters which are named after Marcel Pagnol films."

I wonder if either of them have Picon-Citron-Curacao maison on the menu?
