A bartender has the right to decline any identification if it is not in order. 
 Are California's driver licenses all laminated?  If not then lamination can 
be sufficient cause for the decline in serving any alcoholic beverage whether 
or not your girlfriend is of legal age.  In oHIo, when we did have laminated 
licenses and they were peeled up or the seal of the lamination was in any way 
damaged we were well within our rights to decline service or to accept the 
validity of the identification.

It is just business as usual.  Not meant as any offense to you or your 
girlfriend.

What I find that stinks is what is considered as the sole legal identification 
in my fine state -- only a drivers license or a state issued ID.  Passports or 
military ID do not count.  I worked in a town filled with a bunch of foriegn 
exchange students that only maintained a passport.  When the meetings with the 
State Liquor Control folks they flat out stated those forms of ID are 
unacceptable.  Grrrrr.  </end of my rant>
