I don't find this to be the case, either.

If anything the finely grated zest allows more of the oil to be expressed into 
your mixture.  This last time I made it using a microplane I had so much oil 
that some of it precipitated out and floated on top of the solution.  I was 
distressed by this until I saw some of the home made style limoncellos at an 
Italian specialty spirits shop were the same.
