I agree, it's worth a shot...and I would give it a shot on the ones that I
think are likely to come around, but I would sooner take the approach that I
would try a new customer every 2 weeks or so. Just one, since there's little
spent, and this way it doesn't appear that you just hand out drinks from your
tip jar all the time. If that customer doesn't get it after two properly
timed drinks, then wait until that 2 weeks is up, and move on to the next.

If you've got it working for you, I suspect that you've got it tuned to the
attitudes and mentality of the area, which is exactly the right way to go
about it. Where I worked, a free drink will NEVER change a low/non-tipper
into a good tipper...just doesn't happen. I say this because I've tried
buying drinks for people before. Usually they would thank me, and typically
show up the very next week (exactly like they normally would), tipped exactly
the same that they normally did, and proceeded to buy the same number of
drinks. I'd tried it with about 10-12 fairly random picks, and it changed
absolutely none of them sadly. All of my tips either came from making better
drinks than the other tenders (not an ego thing, I really did have restaurant
regulars who were there just for my drinks), for the personality (either
flirting or guy-chatter), or because I could turn out drinks faster than a lot
of other tenders and I remembered who tipped (which meant fast drinks for
those that took care of me when the crowd got deep).
