 In my opinion, Maraschino Liqueur does not even taste like cherries, whereas 
Kirschwasser does...  So there really is no substitute for Maraschino Liqueur. 
 The syrup of maraschino cherries is almond flavored, however the liqueur is 
definitely not almond flavored - so the syrup of the same name is not 
helpful in concocting a substitute. 

As for kosher maraschino - Just consider it Pareve since it's made of fruit ;-)
I'm sure Moses would agree!!
