The answer to your question depends on what sort of flair moves are performed 
as there are different types of flair.

The first type is commonly known as working flair.  These moves are quick, 
practical moves that don't require any set up and ideally don't slow down the 
speed of service.  Bottles used for working flair moves can be at practically 
any level, from full to nearly empty.  With working flair, there is little or 
no rotation of the bottle, so the level of the bottle doesn't come into play 
as much.

The second type of flair moves is known as exhibition flair.  These are the 
big flashy moves that are seen in movies, TV or in a competition.  To keep 
from spilling liquid all over the place when the bottle is rotating, bottles 
used for exhibition flair usually have 1oz or less in them.  The centrifugal 
force created by the rotating bottle keeps the liquid at the bottom of the 
bottle, as opposed to coming flying out of the pour spout.
