In Washington State it is against the law for a bartender to drink on the 
clock and off the clock at their place of employment. As a matter of fact one 
of my bartenders just got fired for this exact incident (drinking on the 
clock).
I've worked several places where bartenders drink, but aren't suppose to. 
I've also worked places where you are allowed a shift drink (one free drink 
after work). Some places let you get off work change clothes and allow you to 
drink, but you pay as you go or have a tab which is taken out of your 
check....
Rules are very strict in chain-type & professional establishments...local 
owned bars and taverns tend to be a little lax..........
