This is in answer to your question about promos, although you call it 
programming.
These are things that I've seen work to attract people to your bar, or at 
least get them to stay longer:
The theme nights are great supplemented with some theme cocktails and music, 
but you have to add just a little more "fun" to it. (Remember, kids and 
drinking adults are just about on the same wavelength.) Give out tickets at 
the door and have raffle prizes every hour. Peope LOVE free stuff and it can 
be as simple as a cocktail of their choice, maybe a 6 month pass (if there is 
normally a cover charge), some sort of cool free promo stuff you get from the 
distibutors, movie tickets, a dinner for two (if the place serves food), and 
on and on....You can accumulate a LOT of prizes by going out to your local 
businesses and bartering. I use to do this all the time to get an on hand 
collection of gift certificates, passes, and tickets to give to employees as 
part of an incentive program for a job well done.
Tooters served with a lighted Tooter tray are eye-catching, profitable, and 
fun. I can give you more info on this if you email me.
Selling Polaroid pictures are a big hit and can be a good money maker. People 
love to have pictures taken with friends....just wait till later in the night 
tho for this one. A photo booth is great too.
Create a mingling frenzy by going to a hardware store and buying a bunch of 
cheap nuts and bolts.  At the door, every girl picks a nut, and every guy 
picks a bolt and they are to go around the room trying to match up their nuts 
and bolts. The winners win a prize. Only let about 2 of them "REALLY" fit.
