I think that makes sense to an extent.

It prevents someone from getting stuck at a "bad bar."  However, it also 
prevents someone from going above and beyond the call of duty to make 
themselves money.

I'd say it's probably the most "fair" tipping policy, but as we all know, life 
isnt and shouldn't necessarily be fair.

I suppose it does also let people go home early without getting totally 
shafted.
