In the bars I have worked and managed, "Very Dry" has always referred to no 
vermouth at all. In my 12 years not a single patron has complained because 
that is how they expected it to arrive.

I have heard some opinions though that "dry" means less vermouth and "very 
dry" means even less than that. May be a geographic thing, but here it means a 
chilled shot of liquor (gin or vodka) and a garnish.
