Most Canadian whisky's are not made with 100% rye but most do contain some rye 
grain. Now, the flavour of Canadian Whisky has a slight bitter bite, much like 
a true 100% rye spirit and is definately not as sweet as bourbon. 

I suspect that cultural issues played a huge part in the negotiation of this 
agreement.
