You are correct to assume that if someone orders a "bourbon and water" to use 
the cheapest (rail) bourbon in the house.  Old Grandad is probably the 
cheapest of the bourbons you mentioned but every bar stocks different 
selections of bourbon.  For instance we use Ten High bourbon as our rail but 
you will find that most people who order a bourbon and water will specify the 
brand of bourbon they want.
