I'm going to ignore the immature attitude towards drinking for now and the
possible moral implications of making a drink in which people can't taste the
alcohol and try to answer the question. I'll roll my eyes, tut and shake my
head later.
Ok, so cheap and strong i'd start with a vodka base. As you're going to be
covering the flavour as much as possible you can probably get away with it
being dirt cheap. Yes, more expensive vodka may be smoother straight or with
a subtle mixer, but you're going to be masking the flavour anyway. Most
drinks with rum, whiskey, gin etc in them will taste of that drink.
Next i'd try another alcoholic drink but with a strong flavour... something
like creme de cassis springs to mind, not hugely alcoholic in itself but will
make the drink more drinkable and mask the alcohol taste of the vodka.
Finally top with something none alcoholic, maybe fruit juices, but for cost
and i think flavour in this drink i'd go for 7-up or similar.
Play around with ratios but i reckon something like:
3 parts vodka
1 part cassis
top with 7-up
Not a particulary complex drink by any means but should taste a bit like a
blackcurrant soda. Remember as well that you'll probably drink more of a less
alcoholic drink so end up with actually drinking more. Don't be to concerned
with "watering it down" by filling it up with 7up, just means you'll drink it
quicker.
