sugar & soda water with a hint of lemon ... you've already got it on hand.

Yes, I've seen distibutors listing something they call "Tom Collins Mix". It 
made me scratch my head a little, but then I shrugged & moved on. It's just a 
marketing and/or chain-store thing.
As Notrone observes, there is no significant difference between S&S mix vs 
"Margarita Mix" ... and by extension "Tom Collins Mix". Whatever care and 
effort went into developing the perfect balance of lemon-flavoured chemicals 
in the lab somewhere, I think you'll find the variation between brands to be 
greater than the difference between any one brands product lines.

A splash of fresh lemon (or for that matter Sours of any denomination) + 
sweetened soda (Sprite) will probably produce the desired result. To perfect 
it, you just have to experiment a wee bit with the balances ... which you'd 
have to do anyway with any pre-mix.
