Subject: Another pre-mixed drink question

I have a recipe for homemade coffee drink. It is basically Kahlua. My question 
arises because it must sit for a month to allow the vanilla beans to blend.
It calls for 2 cups boiling water, 2 of vodka, 4 of sugar and the beans. Can I 
legally store it in a glass container - not a empty liquor bottle of course. 
I read that some bars are premixing cocktails more often and sometimes serving 
them from countertop tapped kegs. I think this drink calls for a glass 
container for aging and serving.
I see this as no more than a pitcher of something like Bloody Mary except that 
it is not pre-sold for immediate serving and has to sit around for a month at 
least.
I have also seen the suggestion of adding alcohol to simple syrup. I would 
also question the method and container for labeling and storing that or if it 
even makes sense.
I have a mixed beverage permit in Texas but have not opened the bar yet. I 
have so many questions not answered on the TABC site.
