Brine is a highly saturated solution of salt, water and sometimes sugar, used 
to preserve food.  To make olive brine you would have to start with fresh 
olives that have not already been preserved.  

I agree with 2rude:  some stores carry olive brine without olives, but I have 
never been happy with the quality of the flavor.  But here is a link where you
