First, it really depends on where you're moving to in Oregon. If you head up 
to Portland, your chances are probably pretty good of landing a bartending 
gig. The fact that you have some experience, and are a woman will help you. 
Check out craigslist.com and start applying before you head up. If you're 
going to Eastern or Southern Oregon, you'll probably find the job market much 
more difficult, and if you're going to Eugene you'll have a load of 
competition from the college kids.

Regarding cost of living, I can tell you Portland will surely be more 
expensive than where you're currently living. I assume a city on the outskirts 
of Vegas is probably pretty cheap when it comes to rent. I know Portland is 
one of the most popular cities to move to right now, and rent is going up and 
up.
