Is this common everywhere?

I have just moved back to the city after being away for a year and I am
looking for a bartending job. I have bartended in a few different bars here
before so I wasn't expecting it to be to difficult to find a job (this it
their "hiring season" lol)
But I was surprised to find that almost every bar wanted me to have at least
the following:
- safe food handling cert.
- responsible beverage service cert.
- first aid
and some wanted
- bartender's cert.
- customer service excellence cert.
Where is this coming from? I don't have any of these and, except for last
year, I've been bartending for a few years.
Ahhh...it's so frustrating! ...and making it hard to find a job...lol
Maybe they are just trying to weed out the newbies?
oh, I'm in Nova Scotia, Canada
Any thoughts or advice would be great!
