cheap managers

i am working in a fine dining restuarant in mandalay. there are a handful of
twentysomething supervisors/managers that eat at the restuarant almost every
night. filet mignon's, lobster, king crab, etc, free of charge, on the house.
i have seen these managers run the waitstaff ragged for their requests, and
no gratuity.
is it right to occupy a table for up to an hour, get the food free of charge,
and not tip the server?
