Credit card problem...

Alright, here's the situation:
Say your credit card processing goes down partway through the night. You have
the ability to run the numbers locally so you can verify payment and batch
later - but the bar runs the risk of losing money on declined cards, if there
are any. You also have the ability to edit CC tips, but again - they can't be
verified with the CC processing company.
The problem lies with the CC processing company - not the bar, not the
employees.
the question is: do you pay out those CC tips on the expectation that they'll
go through, or do you withhold them until payment is verified? and why?
My stance is that since the employees aren't at fault, they can't be held
liable for system mishaps. If the payroll computer goes down, I still expect
a paycheck - problems can be rectified later, but my bills aren't going away
on their own.
