If a recipe refers to "parts" then it is just describing the proportion of 
each ingredient in the drink. You can adjust the drink to whatever size as 
long as you keep the proportions the same.

A simple example is a screwdriver: 

-1 part vodka
-3 parts orange juice

=

1 Oz vodka
3 Oz Orange juice

A part usually will be either 1/2 an Oz or 1 Oz for most recipes.
