This is exactly right.  To shed a little more light on it, it comes from when 
ginger ale had a MUCH stronger flavor (more along the lines of ginger beer), 
too much for some folk, and so they cut it with extra soda water.

I actually have people ask for vodka presses occasionally what they typically 
expect is half lemon-lime soda (Sprite), and half soda water.  Don't ask me 
how this bastardization came about, but it did.
