Its interesting that you bring that up as recently here in Canada the police 
have begun testing a system just as the one you described to install on the 
cars of repeat drunk driving offenders.  The devices are designed so that you 
have to hum into it with a certain tone while you exhale, something which is 
not easy to do.  The car owner is taught how to do it by the police so they 
are the only ones able to use the breathalyser to unlock their ignition.
