Most setups, at least that I have worked with, use four sinks. 

Dump -> Wash -> Rinse -> Sanitize

Usually there is a shelf on both sides, one to put the dirty glassware, 
another to put the clean glassware to air dry.

If the recipe calls for "sugar" then it more than likely means just that, 
plain, white, granulated sugar.
