the is a thing call a cork remover availabel at  restaurant supply houses
I don,t know where you are but chekc out some in your area

Could I have proceeded and decanted the bottle??

yes but pour it through  a stainer or cheese cloth to remove any pieces of cork

this is probably due to improper storage so the wine may be bad . prevent this 
 by maining cool  storage temps and storing with neck pointed down.
