 Here in Louisiana, anyone who serves alcoholic beverages must obtain a Class 
"A" permit.  This entails going to the parish ABC Board (Alcoholic Beverage 
Commission) and taking a 5 hour class on sales to minors & 
consequences......responsibilities of a pourer....rules on happy 
hours....marrying bottles...etc.  A written test is taken by applicants (25 
objective questions..must make at least an 84).  When completed, an applicant 
is given a pictured card with identifying data and good for two years.  After 
two years, you pay your 25.00 and do it again.  The card will have you listed 
as Bartender, Waiter/Waitress, Manager, and exotic dancer (my wife loves that 
part).  Anytime you are serving alcholic beverages and an ABC cop asks to see 
your permit, ya better lay it on him, or else a 250.00 fine....can't serve for 
5 working days....and your place of business can be fined or shut down with 
multiple offenses.  I would have thought a lot of states and municipalities 
would have had this procedure. humm !!
