Im sure this is the case.  The abcaa (in WV) has been rumored to take a sample 
of liquor from a bar (I'm sure from bars that were on their trouble list), 
have it analyzed to make sure what was on the label was in fact what was in 
the bottle.  The abcaa instructs all new bar owners that placing anything into 
a bottle that it did not originially come with (including the same product) 
will result in a fine.
