All of the other answers given so far are quite true, it was a law that
started out with a serious interest to prevent cutting the liquor with water
or other substances...and later extended to prevent false advertising of
product. Really, it's a good law to have, but it lacks the one shred of
common sense necessary to assure near perfection. While I disagree with it's
current strictness, I happen to think the law would be perfectly appropriate
as a part of the health code rather than federal (or state?) law.
To answer the other question, I'll say that I used to marry bottles several
times per night. We knew it was illegal, but we also knew it was virtually
necessary. I'd like to ask, of the US bartenders, who has NEVER married a
bottle while on the clock. I bet the answers to that poll would be rather
revealing to answer this question
