It is against most state laws to marry bottles mostly because they dont trust 
the bars to put the right liquor back into the bottle.  It saves a ton of 
money to throw some rail vodka into your more expensive bottles.  However, 
many places still do it just because it makes the following night much easier 
to have a busy bar completely stocked with full bottles.  If its done honestly 
its a good thing.
