-- I know soda some places means what pop or cola means other places, but in 
this case, and if you see it in a recipe it means plain carbonated water ot 
seltzer water.

Since you drink it so fast it probably won't matter if you use tonic or soda 
water, but tonic had quinine in it so it has a much different flavor.

-- As for being a shooter or drink, it's naturally up to the customer how it 
is consumed.  If you are a bartender/server and are concerned about the price 
to charge, ask your manager.
