Belize is still pretty expensive as well. Their currency is tied into the US dollar (2 to 1 I believe), communications are horrible since it's essentially a monopoly, and most of the coastal area has long ago been snapped up. You're right, Costa Rica was a great deal about 5-10 years ago, but that's over now, unless you want to live inland, without the amenities you've grown accustomed to. They claim Panama is the next Costa Rica, but I think even that is over now. Foreign investors snap things up so quickly, pushing the prices sky high almost over night. There's some beautiful places in Panama, and Panama City is very cool. Quite a few expatriates had setup small businesses there, such as bars, coffee shops, etc. Not to mention the women are beautiful and outnumber the men to such a large degree that it's a single man's paradise - plus they love guys from the US. You could find a decent apartment in Panama Cita for about $500 a month, and live in a high rise condo for about $1000 a month, which isn't bad in my opinion. A place I've never been, but heard quite a bit about was Cartagena Colombia. I hear it has some beautiful beaches, and is surprisingly expatriate friendly. That or some places in Nicaragua may be good places to live on the very cheap. But really, for what you're looking for, where I stayed about a year ago down in Southwestern Mexico would be great. Puerto Escondido, Oaxaca has cheap rentals, cheap food, great beaches, world class surf, and it's nowhere near as touristy as places like Cancun and PV. It's definitely got a lot of culture (especially with Oaxaca city so close). From May until October is the LOW, LOW season - and a perfect time to get a very cheap rental, and enjoy the beaches without a load of people there.
