You might be right, but keep in mind that the most common and most likely 
obstacle is lack of an opening.  The GM may like you, may think you'd do great 
in the bar, but if there's nothing open it doesn't matter who you are, there's 
just no place to put you.  It's one of the tough things about this business, 
when people get into a good gig they hold onto it, it can take a long time for 
someone to leave or screw up enough to get fired.  When you think about it a 
typical bar is going to be able to fill all of its shifts 98% of the time.  
The only time you've got a shot is when something happens, when they lose a 
bartender and there's a brief window of opportunity.  You're hoping to be in 
the right time at the right place when that 2% comes around, when you're 
there, they like you and they actually need a bartender.  

I feel your frustration, I struggled for a long time to get some of the jobs I 
had.  The place I'm at now I lucked out on in that it was opening so they had 
to hire the entire bar staff.
