I think your sentiments are the main reason behind many corporate 
restaurant/bars 3 drink limit. With the drunk driving laws getting stricter 
and stricter and the bar and even bartender being held liable, I can't blame 
them.

In any event, even if your bar doesn't have this rule, you could "pretend" 
that you do. If you feel unconformatable serving someone another drink, blame 
it on the establishment by saying something like "our bar just instigated a 3 
drink max rule" - this takes it from being something personal, by you 
personally making the decision to cut them off, to something the patron really 
can't argue with (well, most patrons anyways).
