Here's a thought or two:

both drinking and smoking are risky behaviors. 
both are age regulated. 
it is easier for young people to get away with smoking than drinking
the stronger risk taking personalities have started smoking before they start 
drinking.
mild risk taking personalities wait until it is legal to start drinking and 
may never aquire a taste for smoking as the risk levels appear higher.

a side note:

some people drink only because they fear whatever label they feel they will 
get if they don't. - these people are not risk takers, but they view the risk 
of the label as greater than the risk of taking a drink.

Just a thought.
