lemme see - All inclusive indicates that the management/ownership will be 
lowballing on a lot of the costs, one of them being alcohol (trust me - x club 
med employee here).  This means that your high dollar alcohols will not even 
make an appearance.  This is a vast generalization, please forgive me.

I would try:

1 blender filled half full with super cold, chiped ice.
fill to ice line with frozen-slushy milk
add enough vodka (your guess is mine here)
vanilla (comes prety cheap in Mexico - closer to the source)
chocolate syrup or coco & sugar ( also close o the source so quite 
inexpensive.)

Blend till you are done.

This is probably not the stuff though.  More than likely it is milk or cream 
or reconstituted dry milk, vodka, vanilla and chocolate all shken up and 
frozen to a slushy stage.  

Experement little at home before your party to come up with something 
simmilar.  Do try vanilla ice cream and drop the vanilla and some of the milk 
out of the recipie, add it all to the blender and give it short bursts of 
blending so it doesn't liquify too badly.
