Subject: Buying drinks for guests okay?

I work in a sort of tight-ass bar where we count every bottle of beer after 
every shift every night. It's in a beautiful location on the water in Florida, 
so it has a laid-back type of atmosphere. But that it only a superficial 
observation. Behind the scenes, it is the exact oppisite. The managers are 
always watching me and the other 10 bartenders that I work with. Which, is 
something that I would do myself if I were in there shoes, especially if my 
quarterly bonus depending on profits and liquor costs being low. That is not 
what bothers me. I am upset because during our off-season, the bar thrives on 
the regulars and locals and I don't feel like I am able to show them my 
appreciation by buying them a drink if I want to. I know that up north it is 
customary to buy the guest their fourth beer or whatever. The guests have 
actually pointed out that they don't get the appreciation at my bar because 
the managers and owners are so tight. I agree with them that we should be more 
gracious, but that it is not MY bar and I don't have any authority whatsoever. 
Is there any way to convince the managers and owners that we should be more 
thankful and giving to the guests or they WILL go somewhere else and enjoy 
themselves?
