Your scenario doesn't seem overly outlandish considering it sounds like you're 
working for pretty much a mom and pop type of bar. Running out of a liquor? 
Commonplace - the owners are probably pinching pennies, even though running 
out of JD is actually counterproductive.

Poorly trained servers that make mistakes on a regular basis - Yep, gonna 
happen all of the time. Having to chase down your tip outs. Of course! The 
servers are just as hard up for cash as you are, if they can get out of the 
bar without tipping out, they will.

However, back to the running out of JD issue. Do you do a walk through when 
you come onto your shift? Check your stock, make sure you're ready and have 
everything setup so you can work with maximum efficiency? If not, you should 
have, so your boss was correct in assuming you should have caught the dry 
bottle of Jack a bit sooner. Even though it probably should have been noticed 
by someone else sooner. It's called taking initiative, and is a trait of a 
good bartender, rather than sitting around pointing fingers.
