Need party planner-type help

Hey webtenders. Again this year I have been tasked to be in charge of the
Monday Night Football activities for the bars here. I have been scouring the
net looking for some good ideas, but mostly what I am getting is "make little
confetti footballs" or "serve guacamole in a football-shaped dish". Not
precisely what I am looking for. I am looking for sports bar atmosphere ideas,
not Martha Stewart ideas.
There are some difficulties, however.
1. I am on a military base in Japan, and MNF games are actually shown live at
9 am Tuesday morning here, then rebroadcast at 7 pm Tuesday night. Opening at
9 is not an option, sadly.
2. I am not allowed to give away any alcohol, against USAF policy.
3. I am not allowed to advertise ANY drink specials, also USAF policy.
4. I have one sponsor, Miller Brewing Co. and they give away the crappiest
prizes known to man. But it gets better, I am NOT allowed to solicit local
sponsorship.
5. I will most likely have a budget of maybe $1000 U.S. Last year I spent it
on 16 jerseys that I gave away weekly.
Those are my limitations, here's what I have come up with thus far:
Jersey giveaways, again.
Theme drinks for the teams playing, Jets or Giants, LIIT's. Cowboys, Texas
Tea's, etc.
Maybe some kind of tailgate theme, draft beer with red and blue Solo cups,
maybe some cheap grilled steaks.
We're gonna have some food, hot dogs, chili, wings and poppers.
So, that's my story. Party planning is not my speciality, especially with a
ton of rules to follow, less rules, I can throw a party.
Any thoughts, ideas, suggestions?
