It is (or has become) both.
Our supplier catalogue includes both a
30ml/15ml Measuring Jigger (the standard here)
and a
45ml/30ml Measuring Jigger (never used in this locale)

If referred to by name in a recipe, it usually means any one of the 
measurements listed by folk in this thread. - 1 1/2 ounces.
If referred to as a noun - "Where is the jigger?" it means the little (usually 
double-sided) measuring cup.

Modify for your local terminology as you see fit.
I am not going to confuse my barback by asking her where the pony jiggers 
are, just hand me one of the damn things!
