I think that "if and only if" is meant.

Article 2

Subject to Articles 3, 4 and 12, in order to be marketed for human consumption 
under one of the names listed in Article 1 (4) a spirit drink must comply 
with the definition and requirements applicable to the category to which it 
belongs.

Imagine what would happen if "may be called ... if" in a few paragraphs above 
the caraway would be misinterpreted.

(2) (a) The drink may be called 'gin' if it is produced
