This is a question that you won't get a sure answer from anyone on this board. 
 The reason is because noone really knows.  Here are some theories:

1.  Fizzes have less ice than Collins.
2.  Different sized glasses from both.
3.  Fizzes require really fizzy water from an actual soda gun.  It's the 
silver thing that you add a sodium bicarbinate capsul to and shake up (picture 
a soda jerk from the 30's).
4.  Drinks with distilled spirits are called "collins" while drinks made from 
liqueurs are called "fizzes" (much like the difference between a "mist" and a 
"frappe").

Who knows the real answer.  As for the B52, there is no correct answer here 
either.  Make it however you'd like.  It's almost always with Gran Marnier 
where I'm from.  Aside from being orange flavored, there is a huge difference 
between the two cordials, but that's another topic that I'm sure has been 
discussed somewhere earlier on this forum.

I used to be the bartender in search for the "ultimate authority" in drink 
preperation and ingredients, but as I got older and learned more, the more I 
realized how little I know and that there is no correct way when it comes to 
bartending.(was that a run-on sentence?... whew!)
