In iowa, we too are a Dram Shop state. I have been told before,(by the local 
countie mounties) that i am responsible for every person in the bar.  there 
arent many exceptions to this rule except when it comes to large crowds and 
underage drinking.  i say this because the majority of accidents and drunk 
driving related causes we see here are with underage motorists. it has been 
made known to me that if there are 20 or more people inthe bar, i am not 
responsible for the underage drinking becasue 20 people is the general number 
that one bartender can keep an eye on at a time (i know that i can keep my eye 
on lerger groups since it is a small bar and its out inthe country so i 
generally get a lot of local youkels in the bar).  but in answer to the 
question of Should a bartender be responsible for a drunk man leaving?, then 
in my own opinion yes i feel totally and completley responsible for every 
customer that walks through the door, whether they are stone cold sober or 5 
sheets to the wind when they enter my establishment.  it is my responsibility 
to enusre that they have a safe and good time while there and then that they 
have a safe ride/drive/walk home.  there have been many of nights that i have 
been able to talk customers too drunk to to drive to sit for a while and i 
will arrange for them to get a ride if i cant take them myself, but like i 
said my customers are mainly locals that grew up with my dad and were sitting 
in the same barstools when he bartended at eh same bar many years ago. not 
sure if this posting helps but at least i got to make my 2 cents worth known.
