I have to say that if my customers don't order a beer along with
their shot, I ALWAYS give them a water back...I'm fairly certain
that that's standard in the case that they're ordering a heavy-
duty shot that warrants a back at all...Wild Turkey, Jager, 151
(yes, they do order shots of that at my bar, believe it or not),
etc.  If a customer is treating me well, heck, I'll give them a 
draft on the house for every couple of shots.  Some bars have
strict "Buy-Back Policies" that don't allow the bartenders to do
that.  I'm not sure what you mean by "fancy places", but if you 
mean those ritzy country-club type places, well...they're pretty
stuffy if you ask me...they probably don't even carry draft beer!
I'm surprised they don't ask "And would you like a Perrier or
an Evian back with that, Sir?"  :o)
