Hey there.  :)

  I attended Bartending/Mixology school at Barmasters of Virginia Beach, Va. 
(AWESOME school, by the way)  

  As a freelance bartender, I always charge a base rate of $15/hour.  As far 
as tips go, sometimes this is appropriate, and sometimes not.  Always dicuss 
this with your client BEFOREHAND.  After getting the client squared away on 
the base pay rate, ask if a tip jar and/or tipping would be appropriate at the 
specific function.
