What do you mean exactly with "same measure"? Do you mean serving measure ? If 
so, obviously the answer would be yes, you cannot serve different measures 
with different spirits. If the standard pour in your bar is for example 1 1/2 
ounce, why would you give more or less depending on the liqueur or spirit you 
serve?
Try to explain yourself better......
