Yes they do.  Perhaps not where you live, but I thought they did pretty much 
everywhere.  I know that they do in Canada and the US.

A fifth is 1/5 of a gallon, also known as 26oz, also known as 750mL.  "Fifth" 
refers to volume not height, so if its a brand in a tall slim bottle it will 
be taller than a shorter & wider bottle of the same volume.

I think you've seen "Boyz'N'Tha Hood" too many times.  Beer comes in many 
sizes from 341mL bottles (haven't you ever seen a beer commercial?), to kegs.  
Hard alcohol anywhere from approx 30mL (1oz) to....well, 3 Litres is the 
biggest I've ever seen.  Sometimes called a "Texas Micky".  Normal increments 
being, 30mL, 50ml, 375mL(12oz), 750mL(26oz), 1L(35oz), 1.18L(40oz), 1.75L, 3L.
